They're being Investigated

My wife called Navasota Animal Control to report this as animal cruelty and they told her that they already have had a tip and he is being investigated. They said he does have all the correct permits to keep these rattlers but that doesn't give him the right to pull their fangs and staple their mouth shut.

I find it odd tho because you dont need permits to keep native non threatened hots here that I'm aware of, unless Grimes county or Navasota have their own ordinance for that.
