How to build a sulcata proof fence?

I need to make an outdoor pen for a ~60 pound sulcata tortoise. He has a habit of snapping of sprinkler heads and we just re-did a section of our yard which he will quickly obliterate if he could get to it.



What sort of fencing works best for these guys? Just posts and boards nailed to it sort of like a retaining wall/planter box? I can't build stuff, so I was looking at livestock fencing panels. What do you guys use/recommend?





I am not worried about this tortoise digging out as this guy is not much of a digger.
