Fire Skink Questions

Hello, I have a fire skink and have been reading as much as I can find. There seems to be some differences in the care sheets, especially with respect to moist/humidity.
Is it best to have a dry area and moist area available?
I have an area of sand,one of moist coconut fiber, a solid rock, and some live oak bark. Sound ok?
Question about proper heat~
I have a UTH,and a light on him 12 hours{But the bulb is not correct} I have ordered a rheostat,a thermometer/hygrometer, and a UVA/UVB bulb.
Do you think I can maintain the right temp this way, or will I also need a basking light or heat emitter?
