python with stunted growth

I'm a lil worried that one of my ball pythons isn't growing properly. We still have no idea how he got out (I'm thinking my daughter) even though we have cage locks. Anyways he was loose for about 2 months and when we found him he was very skinny and had loose skin. We tried going feeding frozen as usual and he refused. Fed live and he's been eating hoppers twice a week for the past 2 months. This guys about 8 months old and about 18 inches long and about as thick as a roll of quarters. He's a ferocious eater but he's just not gaining weight. Anyone have any idea what's wrong or anything that I can do to help him along?
