It reminds me of the eyecaps leopard geckos get if shed becomes stuck in the eye under the lid and can't be removed. The only difference here is that it looks like those are blood vessels..
HOWEVER, what I would suggest is gently dabbing a warm water pedialyte mix on the eye with either a Qtip or even holding a small cotton ball over it. Try and do this for 10-20 minutes so the eyeball or cap can soak. Make sure the water is warm, not hot.
Do this twice a day for several days and see if parts of it begin to peel or chunk off. If so, then it's more than likely a buildup of puss over the eye from retained shed. If not, I'd suggest taking it to a local herp vet to see what's up.
