to many owners or inexperienced vets just throw baytril at herps, it is not the "perfect drug" yes, its a good drug, but not always the best.
the most important thing to do is get your husbandry PERFECT! (Even us "old timers" have missed stuff and caught it on a double or triple check)
keep the swollen area clean (a little dilute listerine can help) and get to the vet ASAP, also if your dragon will let you, look for any foreign bodies in the area, just a thought...
