It looks like a severe case of either scale rot/infection or a burn that has started to get infected...Only other thing it reminds me is yellow fungus disease...but I have only seen this in bearded dragons, not blue tongue skinks.

Giving how severe it is, its likely been on the skink for awhile before noticed. It could be caused by abrasions that became infected, or burns from a hot rock or undertank heater. A vet should have been consulted as soon as it was noticed...especially if a good portion of the belly was like this when it was noticed and the skink was no longer active/eating.

As I believe you said it has already died..nothing can be done now, other than re-evaluating your setup, if you still have skinks in similar conditions as this one was in. If I misread and its still alive, get it to a vet asap.
