IMO I like CHEs - much better/wider temp gradient is possible. Just make sure the snake can't touch the surface of the heater.

Controlling the ventilation will determine the humidity. Any heater will dry out substrate. The resulting water vapor will make the cage humid if and only if ventilation is restricted or else the ambient humidity in the room is higher than the cage.
