It outlines the funding and acquisition guidelines. They would start out using Land and Water Conservation funds received primarily from offshore energy companies to purchase the nearly 50k acre Eagle Mountain Ranch from a willing seller.
There is a $900 million annual budget that the states are in major competition for project funding. This represents a unique opportunity for the Trans-Pecos, and would open up previously inaccessible land for public use.
