Can I breed the them?

I'm in need of an expert opinion... Today, I witnessed my male Russian tortoise making little, belching sound and trying to mount the females. The females are about 4, 5 inches CL... Do you think they are old enough to breed, or do you think breeding them will stunt their growth?
