I actually used to breed these parrots, and I still own quite a few, so I know a bit about this particular regulation. Obviously, the writer of this article doesn't understand or know USFWS regulations. Although it's now surprising, as they are kind of complicated.

For many ESA listed species, there are Special Rules in the regulations that can modify how they are regarded, or allow for exceptions to the "standard" listing rules.
Captive raised pet birds have many exceptions made for them. If the Scarlet Macaw is listed, it'll almost certainly follow the precedent of another ESA listed pet bird, the Moluccan Cockatoo. Captive bred specimens are exempt from most of the restrictions placed on wild-caught birds of the same species. The applicable regulation is 50CFR 17.41(c)(3)

"(3) Interstate commerce. Except where use after import is restricted under ยง23.55 of this chapter, you may deliver, receive, carry, transport, ship, sell, offer to sell, purchase, or offer to purchase in interstate commerce a live salmon-crested cockatoo."

The title to this thread is kind of unfortunate. The controls placed on captive raised ESA pets are far different from captive raised Injurious listed pets. They'll never be treated equally under USFWS regulations.
