Russians not using back legs

We have a long term group of Russian Tortoises, kept outside, lots of healthy sunshine and food.

Now we are noticing that several of them are not using their legs (seems to be back legs only at this point). They are sensitive to touch and move them when we are holding them but they just drag them when they are moving from place to place? I'm worried that it could be something in their enclosure but we haven't changed anything in there, other than changing out several fence posts.

Any ideas would be a help, Im taking one of them to the vet tomorrow so maybe that will shed some light on things too.
