Severe dysecdysis (severe shedding prob)

We've acquired an Arizona mountain kingsnake that has not shed in a year. He had been eating pretty regularly (about once a week) until 2 months ago. His neck and head (top and bottom) are the real problem areas. And his vent looks crusty.

We've tried soaking multiple times a day and rubbing gently with hands and wash cloths, a humid hide box with moss, increasing the humidity of the enclosure, and a warm wet pillow case. Nothing seems to be working.

Does any one else have suggestions, or is it time to give up and call a vet? Any help would be greatly appreciated! Thanks.
