I work with relocating Gopher Tortoises from development sites and sometimes they have paint from a by-gone time of legal tortoise races. We use a wire-brush and water to remove paint marking from old races. Granted they are larger tortoises because they have been around for a good few years after the outlawed races. Don't be too rough, but still apply enough force to get the paint. We also occasionally get smaller ones with a carapace length of around 130mm-220mm that we have to be more careful with. Takes some time but after a while we get most of it off. When we relocate them they have burrows to go into or that they dig themselves and so the sand wears down the rest of the paint until its almost impossible to tell that there was any on the tortoise.
