Sea Snake in Dominican Republic?

Recently I came across what appears to be a sea snake while snorkeling in Punta Cana in the Dominican Republic. After doing some research, I found that sea snakes are only found on the other side of the world. I was hoping someone could identify this snake (if it is in fact a snake) or confirm that it is just an eel?
