muddy water

i've had a turtle pond for 2 years that i dug in my backyard.my backyard in mostly clay after the first 2" of top-soil.i used heavy-guage flexible black plastic liner,but whenever it rains hard,i get run-off from the rest of the yard into the pond.my yard's got poor drainage,being clay,and i keep getting clay in my pond.i've tried using pavers to build a berm around the pond to keep the clay out,to no avail.the turtles and fish don't mind the muddy water,but my wife cannot stand it.it looks like chocolate milk,and i think that the fountain only stirs it up more.is there anything that i can add to the water to encourage the clay to settle,that is non-toxic?i've tried totally draining the pond,scooping out all the muck,and refilling it,but within a month,back to soup.i've tried planting all sorts of plants,hoping that the root systems would keep down the mud,but no luck.can anyon help?
