That's possible, but if they are gasping at the surface it's because there's not enough oxygen in the tank. Adding an airstone can help. I imagine your ammonia is also quite high because your tank is still cycling, and you added 10 fish, which is a big load on your non-existent nitrifying bacteria. How big is your tank? Your tank could be overloaded which would also lead to low oxygen in the tank considering water is low in oxygen (compared to air) anyways. Check your water parameters as soon as possible... that way you know where you stand in the cycling process.
