I believe all tetras do better in a well established tank, so I would probably wait on the cycling process to complete (aka when the ammonia level is 0, nitrites 0, and nitrates less than 40 ppm). I would suggest you have a maximum of 20 fish, but that's just generally speaking. It totally depends on the types of fish you want to put in there. In shoal fishes, the more the happier. Personally, I like gouramis but I'm not sure whether they like danios off the top of my head.
