electric blue jack dempsey genetics

Does anyone have a good handle of the electric blue JD genetics? I hear that you have to breed a "het" with a "het" to get babies, but a double homozygous pairing wont produce electric blue babies. Is this true, and what is the mechanism for the expression of the gene(s)?
