I am sorry I wouldn't be able to diagnose a problem. A vet check would be definitely in order.

Some other things to look at are: Is his poops still normal? In some instances a bird will develop a digestive problem, anything from a bacterial infection, a fungal infection or a tumor, that will cause them to not digest and defecate properly. How long has he been like this? Are there any drafts, drastic temp changes to his area? Is he fluffed out or is there actual swelling in body parts? If he allows you to touch him does he appear to be more "tender" or "touchy" in any certain areas? Is he eating as much or more than usual?

Sorry I am not more help, I don't have much experience with quail except for what I read. I have seen parrots have digestive, tumor and other disorders that may cause either an actual swelling or a fluffed out appearance but in all of those instances it was something requiring a vets attention.
