Help with new cockatiel

I just bought a new cockatiel, and it is very sweet. It calls for attention and always stays on the side of the cage that I am on, I actually had to move the food bowl to that side so it would eat. It loves being close to me, but refuses to let me touch it with my hand. I can put my face right next to the cage and it will come right up to me, but if I move my hand close it runs away. What can I do to gain my cockatiels trust and have it allow me to hold it? Also it will not come out of its cage, I can leave the door open for an hour and it just will not leave the cage. Any tips? I love my bird, but I am starting to regret not spending the extra $40 on a hand-fed.
