How can I help them get along? greenchee

I have two greencheeks and one is a bully.I originally had them housed in the same cage and they loved each other.It was great, the younger one would preen the older, they slept side by side then something happened.The young one bullys the older one(I suspect it was hormones kicking it as it started when the younger turned 1 and a half yrs old).I separated them because the younger would keep the older one in one corner and not let her leave.
Ive never had them sexed but refer to them as girls.The younger one is now almost 3 and older one is 13.
But the cage they are in is just tooo big, its a two story ferret nation that is divided into upper and lower cages.I need to put them in either smaller cages separately or back in the old cage together(it is huge as well but not as deep).
Is there anyway to make the younger one behave better so they can live together?
