They are protected under the migratory bird treaty act. The only way you can possess one is if you have proper zoological permits (zoos) or if you are a licensed rehabber and are rehabbing one. It is very illegal to own even a feather of one of these (or any other bird that doesn't have a hunting season on it.) You wouldn't want one anyways, they defecate on their legs for bacteria control/heat control, and they will almost certainly vomit on you, (for no good reason.)
