unknown skin condition..help is appreciated

Over the past year my horse ahs developed an odd (and unknown) skin condition. His performance (barrel racing) hasn't slowed in the least, but his thin bay coat has gone to ruins. Now looking likes bugs ate him alive, he is covered in balck bare areas of blotchy black/charcoal grey looking skin (almost resembling rain rot) that is very dry and scraped up with rough cuts from itching due to this skin condition. The hair on his withers and the mane by the withers along with the hair from most of his tail has been rubbed right off from itching and also from falling off at the start of the problem. His face is now almost bare, with jus thin patches of fur... The condition hits its peak around late july and august, and as winter comes his coat grows back a little (but not totally) only covering the majorly damaged areas (stomach/face/etc.) I have talked to my instructor (A 3x PRCA calf rop<>
