Report them! Even if nothing gets done this time, at least the report will be on file.

I absolutely can't stand people with that kind of mentality...They know just enough to make their horses' lives miserable, and they refuse to listen to anyone else who (God Forbid!) might actually know more about horses than they do! Sadly, they're legally able to get by with the bare minimum, so that is all they will do for their horses.

Anyway, as I said, definitely report them! Take pictures (preferably video) of their food supply, water supply, shelter, fencing, body condition, and if you get a chance, the owners handling them! This way you have more than just word of mouth and hearsay to back up your claim. Keep us posted and good luck!!!
