Need Help with Grumpy Youngster

I bought 2 yearling half sister paints last June. It has been many years since I had horses, but everything I am doing with one of them seems to work fine. The other is stumping me. These are my only two horses. The one who stumps me is the one who is destined to be dominated by other horses.

I am teaching them both I am the boss, howver she tries to rough house with me at times or treat me like another horse. i.e. head up, ears back acting like she wants to chew my head or jump up. She doesn't though. She seems to act better if I get her away from her sister and work with her for an hour, but she never relaxes.

HOWEVER, my problem is that no matter what I do she pins her ears. She comes to me, follows me around, is very curious and attentive but definitely doesn't like to be touched and handled. No matter how much I work with her she is wary, ear pinning, guarded and I never doubt she would kick or bite even though she seems to seek me out and comes to me. It has been 7 months and I'm wondering if she is over my ability to train.
