Well I think I can help more this time than simply saying it's a Hover Fly species but I don't know which one... Blue-Eyed Katydid (Ischnomela pulchripennis)... I am however relying on the word of a third party so I won't swear to it.

Are you in Costa Rica? It's one of those places that probably has more unidentified insects than identified ones so satisfying your curiosity could prove... difficult
