It is like chain link fencing that curves inward to keep the cat from going over the wall. Not sure if it would go on cement or brick but you could look. Not sure of its true name but it goes on top of fencing and goes up and the curves over toward the ground so the cat gets to the top and then can't go any further cause the fence curves over his head.
