In North Carolina where I live you have to have a license for any cat or dog that you own. For a cat that is not spayed or neutered it is $14 a year and for one that is its $7 a year. If you get caught with an animal that is not licensed you can be fined. I know that the regulations vary depending on what area of the state that you live in.
