I agree with Jaime. First of all, don't let him out at all for any reason. It just makes him want to go out more. The fact that you have found him with another cat, makes me think he is lonely and wants a friend. You might get him a sibling so he has someone to be with and play with as it sounds as though you are both pretty busy. That may also stop the wailing as he will have someone to keep him occupied.
