What is the name of this color or breed?

I've never seen another cat with katie's coloring and markings. The photo doesn't do the reddish color of her fur justice. Her tail is raccoon marked. What is the large glob of skin that hangs from just in front of her hind legs called. I've seen this on many cats, but my other 2 don't have it.
