Hi Jamie,
My Lily usto get that and my vet said it could be acne or allergy's possilby to food. First she had me change all our dishes to ceramic, no plastics. Once we did the dish change everything cleared up and we have not had any reoccurances.
She said is wasn't uncommon for cats to have a reaction to plastic.

Just an idea,
