Mixed Signals

Quentin has been doing a strange thing lately. He will roll over on his back, trying to get Star's attention. She usually ignores him and then when she tries to walk past him, he will lightly slap her. I thought that when a cat shows off their belly they're being submissive. Yet Quentin will boss Star around and be the dominant one in other ways such as nipping her slightly (nothing serious), trying to steal her food and chasing her away to take her sleeping area. I haven't figured out what he's trying to do when he rolls over like that, staring at Star.Here is a photo of that behavior. Any ideas on what might be going on?

P.S. I don't know why part of the photo is pink; he's really not that color. LOL
