For some reason, Astro thinks that he needs to attack the dog. This could be due to anxiety on his part, or maybe just a way of wanting to show dominance. He may never attach Sammy since Sammy is obviously the alpha dog.

I would try getting a Comfort Zone plug-in with Feliway and seeing if that helped. Also you may want to talk to the vet about some sort of anti-anxiety meds for Astro.

It might not be a bad idea to separte Astro and try re-introducing him gradually. Let him be in a carrier and allow the dogs to sniff around it, then let Astro have a closed-off space of his own.

I wish I could tell you more, but this is an odd situation. Since Astro seems to be vicious, then he may need a home where he's the only cat.
