Can Love Conquer Spraying Behaviors?

I have an 8 year old neutered male named Jazz. I rescued him when he was about 6 weeks old and he's been a big part of my feline family. I have two other cats as well (both neutered males) that have all grown up together, though Jazz is especially close to Neko - a striped tabby.

3 years ago we got a dog for our daughter. He's a 21 pound Pomeranian witha great attitude and a lot of affection for the cats, which is returned. He and Jazz get along well. I know that with this many animals, I need to make a concious effort to give everyone some special "mamma time", but Jazz seems to be especially affectionate and desiring of pets and conversations.

The issue: about 2 years ago (not right after the dog came on board but about a year after) he started to spray *everything*. Walls, cupboards, corners, speakers, the TV cabinet; everything. He knows he's not supposed to, but will do it right in front of us. This incenses my husband to the point where he's quite ready to get rid of the cat; something I'm not willing to do.

I need a solution to this problem that doesn't involve getting rid of animals to whom I've made a commitment! Please help.
