cat fixed and in heat

I have an issue. My cat was fixed 9 months ago (she is a female) and she has been going into heat ever since. It is annoying and terrible. I cannot imagine going the rest of her life listening to her yowl and rub. We are losing sleep. I know having her fixed was necessary for her health...but it is also necessary to not have to listen to her going nutso in heat.

She has also taken to all the sudden peeing and pooping outside the litter box!!!

Any advice??? We are, quite frankly, so annoyed that we are thinking of getting rid of her. It is not optimal, but....
