You have certainly dotted all the I's and crossed all the T's here. However, I do take exception to the vet saying she is just acting like a tri-color. She is really not a calico or tortie at all - judging from the picture she is a tiger-stripe.
Anyhow, if you can get her to a feline-only vet it might help. Also you may see if you can get a referral to an animal behaviorist.
At this point it is not unreasonable to consider a med like Buspar. Buspar seems to be the most successful medication for elimination problems. Your vet (or your new vet) will be able to guide you to correct dosages.
