The cayenne pepper would probably make the cords red for sure - however once it dries it probably wouldn't stain, however if you've got the cords on light-colored surfaces this might not be a good option just in case.

I've never heard of Fooey, put it is worth a try.

The flexible cord conduits might help cover the bends around your furniture.

As for dish soap - that might be a solution. I do know I had a cat who loved bath soap, so you might want to test out a small bit and see how your cat reacts.
