There is a product called Ssscat that I think will solve your problem. It is a combination motion detector/non-toxic spray that is extremely effective in keeping cats away from areas you don't want them in. Ssscat detects the motion, then sprays, and the combination of the sound and the cat getting sprayed works.

I believe that Petsmart sells Ssscat, in additional to the refills.
