I suggest you raise them 6 or so inches from the bottom (whatever you are comfortable with for security reasons) so they can see out the window. I have found that to be the only way to stop my cat(s) from pulling at the blinds. I raise the blinds on the windows they are most interested in during the day and lower at night without them messing with them in the night...



Now I just have Pookey left with me and have a window at the foot of my bed I raise the window blind a few inches before work and lower after work. If I forget to raise it a little in the morning, it is obviously messed with when I get home at night.
