You can try putting litter into the litterbox first THEN putting hte liner OVER the litter. SOmetimes the smooth surface of the liner is what they really want if they don't liek the brad of litter or the feel of the graininess of the litter. This is how I collect a urine sample when I need to as well.



It may be that what you save on litter you will have to use on liners instead.
