Something is definitely wrong with this cat - the hard, mucusy stools are an indicator as well as the odd behavior. She is more likely in pain and perhaps tries to avoid using the litterbox or even eliminating at all.

You should find another vet - perhaps a feline specialist or a gastro specialist. Although your vet may be very competant, s/he may not have experienced this sort of thing before and just may not be able to fully diagnose and treat the problem.
