I always recommend a vet check and a urinalysis to rule out infection when a cat is urinating outside of the litterbox. If there is no infection present and the cat doesn't have crystals, the problem is probably behavioral.

I would clean the litterbox more than once daily, and consider adding a second box. You might want to also try the litter called "Cat Attract" to see if it helps.

I would still start with a vet exam, though.
