There is a product called a drinkwell pet fountain that Tony will probably love.

Many cats just prefer the fresher tasting water from the tap. The drinkwell recirculates the water, but keeps it aerated so that it tastes better.

It could be because Tony is a Turkish Van that he is attracted to water, but I've heard of many other cats who were not TV's who also enjoyed running water.
