My cat is the devil (to me)

I have a three year old, part siamese male cat. Most of the time he's wonderful, loving, cuddly, everything you want a cat to be. And then, every now and then, I think it's when he smells a cat outside, he does this very strange howling, crying thing. He sounds like a baby crying, he hisses and his tail gets real big. It's hard to describe. He always directs this 'anger' toward me and not my husband. Last night, however, was the first night he actually attacked me. He was lying in the window, just fine, and then all of a sudden he attached himself to my ankle and then after he let go he started to do his howling, crying thing. Is this normal? Is it because he is part siamese? I just didn't and don't understand, it was a little scary last night. My husband just laughed at me because I went to my room and shut the door, so Mulligan is winning. Is there anything I can do? I am afraid if my niece and nephew come over Mulligan may attack them.
