Cleaning House???

I'm in the process of moving to a new house and the person who used to live there left her cat. A neighbor is feeding him but he was an indoor/outdoor cat and the old owner left our window open when she left for him to come inside our house we just found out yesterday and he keeps trying to come in. I feel really bad about it but I have three indoor cats and I can't take him. I'm trying to convince the neighbor to let me take him to a shelter (no-kill) so he can get looked at and find a new home but the neighbor won't yet because she promised the other woman she would take care of him. He is also skinny and missing some fur on his tail and I'm concerned that he's sick and that he's been in my new house. I haven't moved my cats in but I worried that they may get sick too. Does anyone know what I can do to clean the house. Any suggestions would be appreciated. Thank You
