Obviously the neighbor is not truly looking after the cat or she'd take him to the vet herself. You may need to take all of your cats to the vets for a check up and then have someone take care of them for a couple of days while you take care of cleaning the home with animal safe products, possibly have the carpets cleaned and flea bomb the house as well. The poor thing has a learned behavior which cannot be changed that quickly. It's too bad the previous owner was so lacking in responsibility that they chose to abandon a "pet". Never should have been allowed to own one! If it comes down to it, you will need to take the cat to a shelter so he can get basic care and food and hopefully a new and loving home. The other neighbor most likely won't do it and it comes down to the welfare of the abandonedd cat and your cats.
