It sounds like you should try getting the dematting brushes. If you can get them pulled back away from the skin you can try clipping them off. But this can be dangerous because if the skin is also stuck in the matt you could clip her.
I would try brushing. If that doesn't work you may have to call the vet and get her shaved. We used to do that with Rollie. He loved it.
