Thank you for fostering this little one! You will find fostering to be difficult and very rewarding.
It would be hard to tell for sure at only 5 weeks if the kitten has CH, but if his balance problems persist, that would be a good indicater. When you take him to the vet, do NOT let any vet suggest that he should be put down! Run immediately out of any vet's office who says that, because it's garbage!! These kitties can live a full and happy life, the CH does NOT get worse, and in fact, as they grow and their muscles strengthen, they get somewhat better.
My first CH girl does not have the shakey head, but my second does.
It's kind of amazing that your boy is named Twinkle. That was the name of the mom cat who gave birth to my first CH baby!
