Hi There,

I personally don't think much of a vet that refuses to neuter a cat with an undescended testicle. Where I work we commonly neuter these cats. We even neuter cats with NO descended testicles. You have to go in and do an abdominal surgery, but it's very much like spaying a female. Not a big deal for a decent vet to take care of.

Hopefully your cat isn't spraying, but I have no doubt his urine is strong-smelling. I think I would do the surgery now, before he has to adjust to a new home. It is never too late to neuter a cat, BTW. He won't hate you, either. But there is a good chance that he may want to spray around his new home to mark it as his territory. There will be less chance of his spraying if the surgery is done now, however.

Regards,

PHKitkat
